Scarlet Le-Cao is the COO and co-owner of Omega Investments with her husband, Nathan Cao. 

The real estate and development company Omega Investments was established in 2008 and has renovated over hundreds of  properties. They own and operate an investment portfolio of residential and commercial properties throughout OKC metro areas. 

Home renovation and urban in-fill developments are Scarlet’s passion. Scarlet is in charge of planning, design and furnishings through the company’s Modern Touch by Omega’s renovation department. She also manages staff and finances. Some of their passion projects include McKinley Row houses (next to United Way), La Bella Event Center, New Saigon apartments next to Super Cao Nguyen market, La Rue 39 (off NW 39 and Indiana), The Weller I & II (Off NW 16 & Kentucky, College) etc. 

Le-Cao has a master’s degree in international business and a bachelor’s degree in advertising and public relations from Oklahoma State University. 

Her honors include receiving the iON Oklahoma’s NextGen 30 under 30 award in 2014; Women of the Year 2018, Power 2024 50 Most Influential Oklahomans. New Saigon apartments received an award of Best Small Scale Development by Urban Land Institute in 2025.  

Scarlet Le-Cao serves as the founding president and advisory board member of the Greater Oklahoma City Asian Chamber of Commerce. She was appointed by the mayor as the board member for the Civic Center Foundation. She is a founding board member of Collective for Children which is a non-profit to provide free books to educate emotional intelligence and life lessons for children. She is also a founding executive board member for Sage Arts Foundation to empower underrepresented, emerging, and underground artists by providing a platform for creative expression, professional growth, and therapeutic healing. She has also served as a member of the International Advisory Council (IAC) for Oklahoma State University. She has been a member of the Urban Land Institute for over a decade and was the learning chair for Entrepreneur Organization 2022-2023. 

Her passion is to uplift Asian-owned businesses and any minority owned businesses. She has a strong belief in family values and commitment to her community. She has a diverse background and desire to improve and beautify the city and the state through economic development, urban planning, education, arts, tourism, and technology. Her life mantra is: “Life is too short to be ugly.” 

Scarlet and her husband, Nathan, have three young children – Marcus (10) and Elizabeth (8) and Henry (4)
